The Board would however call your attention to the fact that the revenue at present derived by the Colonial Treasury from the Central Market stall-lettings, amounts to about $18,000 a year, and that as the proposed new market would contain 25 per cent more accommodation than the present one, it has been calculated that the annual revenue derivable from the new market would amount to $22,500, a return that would refund the original prime cost in less than ten years.

7. On sanitary grounds the need of a new market has been so strongly urged on the Government before now, that the Board need not dilate here on a want the existence of which must be thoroughly well known to His Excellency, and I am therefore only to point out briefly that as the value of land in Hongkong is rising from year to year, it will be very desirable to acquire possession of the private lots desiderated, this year instead of next, and that for this purpose it might perhaps be feasible to advance the money ($150,000) out of the ordinary revenues of the Colony and to refund the latter this amount from the Public Works Loan when the latter has been effected.
